File Format for stacov output

The first line gives the number of parameters and the date.  The parameters are
then listed with each line containing a parameter number, name, value, and one
sigma error.  Next, the correlation matrix is given.  Each line contains
parameter number 1, parameter number 2, and the correlation of parameters 1 and
2.
Finally, the LC antenna offsets are given in meters. The order and signs are:
up, east, north.

Units

Distances are given in meters, time in seconds, and polar motion in
arc-seconds.  Latitude, longitude, and their repeatabilities are given in
degrees, but the formal errors for latitude and longitude are given in meters.
Geodetic coordinates refer to the WGS84 reference ellipsoid.
