Abstract
Mt. Apo Geothermal Project, a critical component of the Philippine Energy Program met stiff opposition from 1988-1991. Seemingly irresolvable legal, environmental and cultural issues between the government developer, the Philippine National Oil Company-energy Development Corporation (PNOC-EDC) and various affected sectors delayed the project for two years. The paper discusses the efforts undertaken by the developer to resolve theses conflicts through a series of initiatives that transformed the project into a legally, environmentally and socially acceptable project. Lastly the PNOC-EDC experience has evolved a new set of procedures for the environmental evaluation of development projects in the Philippines.
