Environmental Procedures and Database Requirements for Geothermal Development

Abstract

A series of approvals are required prior to the construction of a geothermal power station or similar geothermal development. A comprehensive database is also essential for obtaining these approvals. An important objective in the design and timing of environmental investigation programmes is to obtain results which can cater for the diverse needs of both statutory approvals and non-statutory procedures. Careful planning of the timing and objectives of the environmental investigations can result in substantial cost savings, avoidance of duplication, and shorter project lead-in times. The use of information obtained from these investigations is not limited to obtaining approvals but also provides an important element of project design. The environmental database such matters as geothermal resource characteristics, surface geothermal features, meteorology, surface and groundwater hydrology, aquatic biology, surface water and groundwater quality, land use, botany, wildlife, and cultural values. These data are used to prepare and support applications for approval, and in some cases are needed to ensure compliance with conditions attached to consents. The range of consents required include a geothermal licence, water rights, town and country planning and a clean air licence. In addition, there is a to comply with the Historic Places Trust Act and local by-laws.
