Abstract
The Minister for the Environment has announced a review of geothermal royalties in the Rotorua geothermal field to be completed by the end of 1992. This paper describes the background to the use of royalties as environmental user charges in this field, and examines alternatives under the Resource Management Act, to their use in the future.
