Newberry National Volcanic Monument: Making a Consensus Process Work

Abstract
Almost four years ago a group of Central Oregon citizens embarked on a successful effort to create a national monument designation for Newberry Volcano (Public Law 101-522). All individuals or groups with a major interest in the outcome were involved in the negotiations, including the geothermal industry. A local consensus was developed among these interest, and this consensus held, virtually intact, through the national legislative process. Collaboration and consensus on a local level can offer another way to resolve complex land use issues like those so often posed by geothermal development.
